أَنْ versus أَنَّ is the P5 accuracy trap

أَنْ (with sukūn) introduces a subjunctive verb: يُطَالِبُ بِأَنْ تُوَقِّعَ. أَنَّ (with shadda + fatḥa) introduces a reported-fact noun clause: أَكَّدَ أَنَّ الفَجْوَةَ تَتَّسِعُ. A trigger takes أَنْ + subjunctive; a reporting verb takes أَنَّ + noun. Mixing them is the most common P5 slip.

صَحِيحٌ أَنَّ keeps the indicative

Because the concession describes a real situation, صَحِيحٌ أَنَّ takes an indicative verb: صَحِيحٌ أَنَّ التَّعْلِيمَ يَتَطَلَّبُ مَوَارِدَ (indicative يَتَطَلَّبُ). Only a genuine subjunctive trigger (يَتَطَلَّبُ أَنْ …) forces the fatḥa. Do not carry the subjunctive into the concession.
