A concession signals a sophisticated argument

When a writer includes صَحِيحٌ أَنَّ or لَا يُمْكِنُ إِنْكَارُ أَنَّ, they are engaging with the opposing view before answering it — a sign of a nuanced, persuasive text. Spotting the concession-refutation pair tells you how the argument is built, not just what it claims.

The gap-fill turns on concession versus trigger

After a concession (صَحِيحٌ أَنَّ) the verb describes a real situation, so it is indicative: صَحِيحٌ أَنَّ الحُكُومَةَ تَتَّخِذُ إِجْرَاءَاتٍ. After a subjunctive trigger (يَتَطَلَّبُ / يَنْبَغِي / لِكَيْ) the verb takes a fatḥa: مِنَ الضَّرُورِيِّ أَنْ تَتَّخِذَ الحُكُومَةُ إِجْرَاءَاتٍ.
