The subjunctive signals what is not yet done

A verb with a final fatḥa after a trigger describes an action that is desired, required or aimed at — not yet happening. يَتَطَلَّبُ أَنْ يُطَوِّرَ says “it requires development” (not done); لِكَي يُطَوِّرَ says “in order to develop” (the goal). Reading which trigger is used reveals the writer's argument.

In a gap-fill, find the trigger first

If a gap follows لِكَي / يَتَطَلَّبُ أَنْ / يَنْبَغِي أَنْ / يَهْدِفُ إِلَى أَنْ, the answer is subjunctive (fatḥa). If there is no such trigger, the verb is indicative (ḍamma). Spot the trigger, then choose the ending.
