بِحُلُولِ القَرْنِ التَّاسِعِ، كَانَ العَرَبُ قَدْ طَوَّرُوا أَنْظِمَةً تَعْلِيمِيَّةً مُتَقَدِّمَةً — by the ninth century, the Arabs had developed advanced systems. Use كَانَ قَدْ for what had already happened before a later point in the story.
Golden Age: كَانَ قَدْ أَسَّسَ (past perfect). Decline: اِنْحَطَّ التَّعْلِيمُ (simple past). Today: يَشْهَدُ التَّعْلِيمُ إِصْلَاحَاتٍ (present). Matching the tense to the period is what makes historical narrative read clearly.
