يَتَكَوَّنُ النِّظَامُ التَّعْلِيمِيُّ البِرِيطَانِيُّ مِنْ ثَلَاثِ مَرَاحِلَ رَئِيسِيَّةٍ، وَيَجْتَازُ الطُّلَّابُ امْتِحَانَاتِ الشَّهَادَةِ فِي سِنِّ السَّادِسَةَ عَشْرَةَ، وَيَتَفَوَّقُ بَعْضُهُمْ فَيَلْتَحِقُونَ بِالجَامِعَاتِ. فِي المُقَابِلِ، يَخْتَلِفُ النِّظَامُ فِي بَعْضِ الدُّوَلِ العَرَبِيَّةِ؛ فَبَيْنَمَا يَدُومُ التَّعْلِيمُ الثَّانَوِيُّ ثَلَاثَ سَنَوَاتٍ فِي بَلَدٍ، يَمْتَدُّ فِي غَيْرِهِ أَكْثَرَ. وَيَتَمَيَّزُ كُلُّ نِظَامٍ بِتَوَازُنٍ بَيْنَ المَوَادِّ الإِلْزَامِيَّةِ وَالاِخْتِيَارِيَّةِ. فِي حِينِ أَنَّ نِظَامًا يَعْتَمِدُ عَلَى الامْتِحَانِ النِّهَائِيِّ، يَعْتَمِدُ آخَرُ عَلَى التَّقْيِيمِ المُسْتَمِرِّ. وَفِي رَأْيِي، إِذَا رَكَّزَتِ المَنْظُومَةُ عَلَى التَّفْكِيرِ لَا الحِفْظِ، فَسَيَتَحَسَّنُ التَّحْصِيلُ.
