The verb after the particle and the result marker decide the type

Both إِذَا and لَوْ take a past-form verb in the condition, so the reliable signal is the result: a سَـ result means a real إِذَا plan; a لَـ result means a counterfactual لَوْ reflection. Listen to the whole sentence, not just the particle.

A traveller may say إِذَا زُرْتُ المَغْرِبَ ثَانِيَةً، سَأُخَصِّصُ أُسْبُوعًا لِفَاسَ (a real plan), then لَوْ كُنْتُ قَدْ خَطَّطْتُ مُسْبَقًا، لَحَجَزْتُ فُنْدُقًا كِلَاسِيكِيًّا (a regret). Catch both within seconds.
