The subjunctive follows أَنْ

After أَنْ the verb takes a fatḥa (the subjunctive): يَجِبُ أَنْ أَتَصَرَّفَ بِهُدُوءٍ، قَرَّرْتُ أَنْ أَلْجَأَ إِلَى السَّفَارَةِ. Note أَتَصَرَّفَ / أَلْجَأَ, not أَتَصَرَّفُ / أَلْجَأُ.
