The pattern has a doubled final radical: اِفْعَلَّ / يَفْعَلُّ. The verbal noun commonly follows اِفْعِلَالٌ. This differs from a doubled Form I verb, where the second and third root consonants are identical.

Notice the relationship: أَحْمَرُ is an adjective meaning red, while اِحْمَرَّ means to become red. The adjective and verb are related, but they are different parts of speech.

Look closely: Compare أَحْمَرُ (red) with اِحْمَرَّ (became red). The latter is a verb and can take past and present person endings. The ordinary adjective does not become a verb merely by changing its final vowel.

Form IX is not the ordinary way to say that something is a colour. Use the adjective for a state: الْوَرَقَةُ صَفْرَاءُ. Use the verb to describe becoming: اِصْفَرَّتِ الْوَرَقَةُ.
