The humanitarian passive centres the person

يُهَجَّرُ اللَّاجِئُ (the refugee is displaced) puts the person as grammatical subject and drops the agent, focusing on what happens TO them. This is the language of human-rights reporting and compassionate journalism — a deliberate grammatical choice, not an accident.

Both conditionals do different humanitarian work

A Type 1 looks forward: إِذَا تَوَصَّلَ المُجْتَمَعُ الدَّوْلِيُّ إِلَى حُلُولٍ، سَتَتَرَاجَعُ مَوْجَاتُ النُّزُوحِ. A Type 2 looks back with regret: لَوْ لَمْ تَنْدَلِعِ الحُرُوبُ، لَمَا اضْطُرَّ المَلَايِينُ إِلَى الفِرَارِ.
